Philippa Armstrong (Ibu Pip) has worked for the Australian Department of Foreign Affairs and Trade since 2007 and has served two postings to the Australian High Commisioner in Solomon Island (2011-2014) and to the Australian High Commisioner in Nauru (2016-2018). She is currently the Acting Australian Consul-General in Makassar.

She is a procurement expert and have negotiated many major international development agreements and managed large development facilities in both Salomon Islands and Nauru.

Ibu Pip has studied for many years and has degrees in education, forensic science, forensic studies, law, and legal practice. She was also admitted into legal practice in 2005. Currently, she is studying a language studies in University of New England, and trying to learn Bahasa Indonesia.
